I have a 32-bit version of Windows Vista, and can I upgrade to the 64-bit version?

No. A 32-bit version of Windows can not upgrade to the 64-bit version. A 32-bit version of Windows can only perform an upgrade to another 32-bit version of Windows. Similarly, a 64-bit version of Windows can only perform an upgrade to another 64-bit version of Windows.
